Enhancing Green Digital Finance in Cambodia: ERIA–NBC Technical Working Group Meeting

Phnom Penh, 19 September 2025 – ERIA and the National Bank of Cambodia (NBC) convened a Technical Working Group Meeting on 18–19 September 2025 at the Hyatt Regency Phnom Penh. Titled 'Enhancing Green Digital Finance in Cambodia: Preliminary Results and Analyses,' the 2-day meeting marked an important step in shaping Cambodia’s green finance framework and preparing for the upcoming stakeholder consultation workshop.

The discussions centred on survey results and stakeholder interviews, which provided insights into opportunities and challenges in advancing green digital finance. Key topics included technical frameworks, risk mitigation, and potential applications of digital innovation in Cambodia’s green finance ecosystem.

Opening remarks were delivered by Dr Ith Hero, Deputy Director General of Policy and International Cooperation at NBC, and Dr Han Phoumin, Senior Energy Economist at ERIA, who both stressed the importance of aligning financial innovation with Cambodia’s nationally determined contribution (NDC) and broader sustainable development goals.

Over the course of the meeting, NBC and ERIA experts presented and analysed preliminary findings:

  • Survey results and data analysis, presented by Dr Sreyleak Mon (NBC).
  • Stakeholder interview findings involving financial institutions, development partners, regulators, business associations, green businesses, and fintech companies, presented by NBC representatives.
  • Interactive commentary sessions, led by Dr Han Phoumin and Dr Fauziah Zen (ERIA), which provided policy insights and constructive feedback.

The second day focused on refining the draft report, clarifying roles between ERIA and NBC, and setting the agenda for the forthcoming stakeholder consultation workshop. This workshop will bring together a broader range of actors from Cambodia’s financial and business sectors to validate findings and shape next steps.

The meeting marked a milestone in ERIA and NBC's collaboration to develop and inclusive, evicende-based framework for green digital finance. By strengthening policymaking and stakeholder engagement, the initiative seeks to accelerate Cambodia's transition toward a sustainable financial ecosystem that supports both economic growth and environmental stewardship.
