DCO
Bridging the Digital Divide: Inside the Mission of the Digital Cooperation Organization

In an increasingly interconnected world, digital transformation is more than a technological shift; it’s a foundation for economic opportunity, education, healthcare, and sustainable development. Yet today, over 2.6 billion people remain offline, lacking access to the tools and infrastructure that define modern life.

This global divide is the challenge at the heart of the Digital Cooperation Organization (DCO) — an intergovernmental body committed to enabling digital prosperity for all.

In the latest episode of the new feature documentary titled ‘Economy 4.0’ by Acumen, DCO’s bold mission is highlighted, bringing to life the organization’s values, strategies, and the voices of its leadership.

A Global Movement for Digital Inclusion

Founded in 2020 and headquartered in Riyadh, the DCO brings together 16 Member States spanning the Middle East, Africa, Asia, Europe and beyond — collectively representing over $3.5 trillion in GDP and more than 800 million people, 75% of which are under the age of 35. These nations share a commitment to inclusive digital growth and cooperation across borders.
Together, they form a powerful collective that prioritizes policy harmonization, capacity building, and digital empowerment, ensuring that no country or community is left behind in the digital age.

Turning Vision into Action

The documentary episode also highlights DCO’s newly launched 4-Year Strategic Agenda (2025–2028), a roadmap built on four pillars:
● Digital Enablers: Unifying Digital Governance Across Borders
● Digital Society: Empowering Communities Through Inclusive Innovation
● Digital Businesses & Innovation: Fueling Digital Enterprise and Entrepreneurship
● Digital Corridors: Enabling Seamless Trade and Talent Mobility

Each of these pillars supports the DCO’s flagship tools and initiatives, such as the Digital Economy Navigator, DFDI Framework, and AI Readiness programs — all designed to drive measurable, scalable impact.

Centered on People, Not Just Technology

What sets the DCO apart is its human-first approach. The organization doesn’t merely push digital infrastructure — it focuses on enabling people and communities to thrive in the digital economy.
Whether supporting youth-led innovation, empowering governments with agile policy toolkits, or championing inclusive development at the global level, the DCO ensures that digital transformation is inclusive, equitable, and sustainable.
