The Data Trilemma: Sovereignty, Interoperability, and Economic Regulation – CPDP LatAm

Governments increasingly debate data sovereignty, interoperability, and economic regulation as separate issues, despite cloud infrastructure, platforms, and AI operating within a single vertical chain. Sovereignty debates have centred on data localisation — yet physical location does not translate into value creation where it matters most: platforms, algorithms, and intellectual property held by globally integrated firms. The panel interrogates whether localisation produces effective sovereignty or merely symbolic territoriality. Policies and norms introduced or under discussion in Brazil will anchor the discussion.

CPDP LatAm is the leading conference on data governance, privacy, and technology in Latin America. In 2026, the event will take place on August 12th and 13th, with the central theme: “Data Governance for Digital Sovereignty, Cooperation, and Interoperability”.
