Advancing Trade Digitalization in Tuvalu: Leveraging UNCITRAL instruments and the Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific (CPTA)

Tuvalu has demonstrated improvement in trade facilitation and paperless trade. According to the United Nations Global Survey on Digital and Sustainable Trade Facilitation, it increased its implementation score from less than 20% in 2015 to 45% in 2025 [1].  It has also demonstrated strong political will and leadership in this area, by acceding to the Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific in 2022. The continuing digitalization of the global economy and development of cross-border e-commers provide strong incentives for Tuvalu to further accelerate progress in the digitalization of trade. 

In this context, this workshop will introduce the new UNCITRAL model laws and instruments that may be considered by Tuvalu to strengthen its ability to engage in safe and secure electronic transactions. It will also provide updated information on the CPTA implementation and an opportunity for Tuvalu to initiate the preparation of its national individual action plan for paperless trade, as required under the treaty.

This workshop is jointly organized by the Tuvalu Department of Trade, the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the United Nations Commission on International Trade Law (UNCITRAL).
