PROGRAMME RATIONALE
In order to respond to the various challenges they face and to ensure that a given situation changes or evolves, States are required to design, develop and implement public policies. The need for public policies has been even more felt in recent years following the COVID crisis, the war in Ukraine and the social and economic impacts that this has generated both in the world and on the African continent.
Thus, putting in place public policies or reforms is the specificity of a State.
On the other hand, digital technology, over the past decades, has changed our way of doing things, but also our way of being. Digital technology facilitates the collection, processing and dissemination of information as well as bringing citizens closer to the administration and the provision of administrative services. Hence, digital presents many opportunities that must be seized. If not, these opportunities will turn into threats for States (because other countries will have done so and will have derived competitive advantages, including attracting citizens and businesses from “failing” States).
This training elaborates on how digital technology can contribute to the development and implementation of appropriate public policies. Indeed, digital in public policies can be approached under three main axes: (1) digital public policies, (2) digital in public policies in general, not exclusive to the digital field, and (3) the agile implementation of public policies thanks to digital technology.
