
The second phase of the SECO-WCO Global Trade Facilitation Programme (GTFP) in Moldova is well underway. The activities for the first semester of the programme’s implementation concluded with a workshop on the E-Commerce Framework of Standards, held from 23 to 27 June in Chișinău. The workshop’s objective was to strengthen capacities for applying the framework, review current procedures, and support the development of an Enhancement Plan for E-Commerce/Expedited Shipment procedures.
The workshop brought together 15 participants from the Moldovan Customs Service (MCS) and the private sector. The participants reviewed and assessed the current practices and procedures of the MCS related to E-Commerce and Expedited Shipments, including progress made since the first phase of the programme. Key technical, institutional, and legal gaps were identified, along with bottlenecks in the existing processes. In response, a set of recommendations was formulated through in-depth discussions, aimed at addressing these challenges. Participants also agreed on specific actions to expedite the clearance of e-commerce shipments across entry points, establishing clear timelines and priorities for their implementation.
As a follow-up to the workshop, the key next steps will focus on:
- establishing a dedicated e-commerce team within MCS by the end of September 2025;
- enhancing risk management capabilities through IT development by June 2026;
- strengthening partnerships with e-commerce operators to increase participation in AEO and trusted trader programs;
- exploring relevant training opportunities provided by the WCO.
Moldova will continue to receive support from the WCO to strengthen the sustainable implementation of its trade facilitation reforms.
