WCO Framework of Standards on Cross-Border E-Commerce Webinar
Recording of the webinar on the WCO Framework of Standards on Cross-Border E-Commerce Webinar, held by the WCO Academy on September 2019.
Given the phenomenal growth in cross-border E-commerce and associated opportunities and challenges, it is strategically imperative for Customs administrations, working in conjunction with other relevant government agencies and E-Commerce stakeholders, to establish/enhance legislative, policy and operational frameworks for cross-border E-Commerce global standards in order to better leverage the full potential of cross-border E-Commerce as an engine of global economic growth in a secure, sustainable and inclusive manner.
To that end, the WCO has developed the Framework of Standards on Cross-Border E-Commerce. The Framework sets forth 15 global baseline standards, taking into account the diverse expectations and concerns of Members and stakeholders and their dynamically evolving business models.
The core essence of the Framework is the exchange of advance electronic data for effective risk management and enhanced facilitation of growing volumes of cross-border small and low-value B2C and C2C shipments, and the adoption of simplified procedures with respect to clearance, revenue collection and return, among other things, in close partnership with e-commerce stakeholders. It also encourages the use of non-intrusive inspection (NII) equipment, data analytics and other cutting-edge technologies to support safe, secure and sustainable cross-border e-commerce
