UNIDO and Tajikistan strengthen cooperation to advance digital transformation and economic competitiveness in Free Economic Zones

Vienna, Austria, 25 June 2026 – The United Nations Industrial Development Organization (UNIDO) and the Government of Tajikistan have further strengthened their long-standing cooperation through a new initiative to advance  Tajikistan’s digital transformation and economic modernization agenda, funded by the Russian Federation.

The project “Establishing a single window system for the facilitation of economic activity in free economic zones in Tajikistan” was signed by UNIDO Director General Gerd Müller and Minister of Economic Development and Trade of Tajikistan, Abdurakhmonzoda Abdurakhmon Safarali, in the presence of Mikhail Ulyanov, Ambassador Extraordinary and Plenipotentiary, Permanent Representative of the Russian Federation to UNIDO.

Through the establishment of a “Single Window system,” a unified digital platform integrating the services of relevant government institutions into a single online interface for businesses and investors operating in Tajikistan's Free Economic Zones, the project aims to  simplify administrative procedures, improve coordination across public agencies and create a more efficient, transparent and investor-friendly business environment. The initiative supports the implementation of Tajikistan’s National Development Strategy 2030 and the country's broader efforts to build a modern and dynamic digital economy.

Director General Gerd Müller highlighted the importance of digitalization as a key driver of economic growth, competitiveness and innovation. DG Müller: “Digitalization and connectivity are key for industrial transformation and development. Together we will strengthen the connections between institutions, businesses and markets, improving efficiency, competitiveness and integration into regional markets – creating new opportunities for businesses and investors.”

Minister Abdurakhmonzoda Abdurakhmon Safarali welcomed the initiative and emphasized its importance for advancing Tajikistan’s digital transformation agenda and improving the investment environment in the country’s Free Economic Zones, noting that “Tajikistan already has a strong foundation for digital transformation. In 2025, the number of internet users reached 5.2 million people, or 49.1 percent of the population. The Unified Public Services Portal already provides 83 electronic public services, and in 2025, 136 million non-cash transactions worth 42.4 billion somoni were carried out through electronic payment instruments. These figures show that Tajikistan is ready to move further towards a digital, transparent and innovation-driven economy. The Single Window project for free economic zones will become an important step in this direction.”

Ambassador Mikhail Ulyanov reaffirmed the Russian Federation’s commitment to supporting economic modernization and digital transformation in Tajikistan. He said, “Through the introduction of a “single window” tool, it is expected to help increase competitiveness within free economic zones and industrial clusters, the productivity of small and medium-sized enterprises and the efficiency of the related public services. All this contributes to digital transformation, increasing the innovative character of the economy, closer integration of the Eurasian space and the implementation of the National Development Strategy of Tajikistan for the period until 2030.”

The project will support Free Economic Zones, industrial clusters and small and medium-sized enterprises (SMEs) in target sectors while strengthening institutional capacities and facilitating technology and knowledge transfer. It is expected to enhance public sector efficiency, improve the productivity and competitiveness of SMEs and foster innovation and entrepreneurship. By improving the efficiency and transparency of services provided to businesses and investors, the project is also envisaged to support Tajikistan's closer integration into regional markets and create new opportunities for trade and investment.

The signing of the project document reflects the shared commitment of UNIDO, the Government of Tajikistan and the Government of the Russian Federation to advancing digital transformation, strengthening economic competitiveness and promoting sustainable industrial development. The partners will continue working together to ensure the successful implementation of the initiative and support Tajikistan’s efforts to build a more competitive, innovative and investment-oriented economy.
