Spotlight on: Concept, the ITU Digital Transformation Centre in Senegal

As the ITU Digital Transformation Centre (DTC) in Senegal, Concept, a national NGO focused on promoting local development, has delivered basic and intermediate digital skills programs in 65 ICT training centres nationwide. Five of these centres are dedicated to serving people with visual impairments and children, where they can gain the tools to participate meaningfully in the digital world.

As part of the DTC network, Concept has access to a wide range of resources that strengthen their capacity to deliver impactful digital education, including: high-quality training material developed by DTC initiative partners, collaboration with other institutions in the network, and financial and technical support to help deliver their training courses.

 

 

As a result, as part of the DTC initiative, Concept trained, between 2024 and 2025, over 41,000 people, primarily young people, and with strong participation from women. This has helped to increase digital literacy, improve employment prospects for participants, and provide greater access to online services.

Some examples of the in-person technical support delivered includes:

  • implementing a basic digital skills training programme in seven communities across Senegal from July to September 2025,
  • training visually impaired citizens on computer basics in four localities across the country between August and December 2024,
  • and a three-week course held in July 2024, to train visually impaired instructors and citizens in Kolda, a city in southern Senegal.

These trainings were made possible with financial support from the ITU’s Telecommunication Development Bureau and the government of Norway.

About the Digital Transformation Centre (DTC) Initiative

In 2019, the ITU Telecommunication Development Bureau in partnership with Cisco, launched the global Digital Transformation Centres (DTCs) Initiative.

In 2023, ST Foundation joined the Initiative as a partner, bringing two of its centres – including Concept in Senegal – to the DTC network. The programmes in Senegal have been supported through the “Boosting digital skills through Digital Transformation Centres” project, funded by ITU and the Government of Norway, and with the contribution of ST Foundation.
