ASEAN–EAEU Dialogue and Capacity-Building on Digital Cooperation and Development

Background

Digital transformation is creating new economic and sustainable development opportunities across the Asia‑Pacific region, but progress remains uneven, with significant gaps in infrastructure, digital skills, and access to resources. To address these challenges, the Eurasian Economic Union (EAEU) and ASEAN - two regions with diverse economies and strong integration agendas - are working to strengthen cooperation and learn from each other to promote inclusive digital growth.

This programme builds on the ASEAN–EAEU Roundtable held in Bangkok in 2025, which highlighted key regional initiatives such as ASEAN’s Digital Economy Framework Agreement (DEFA) and the EAEU’s Digital Union initiative, as well as national advancements in broadband expansion, digital IDs, artificial intelligence adoption, and public‑sector modernization. The discussions also underscored persistent challenges, including digital inequality, regulatory fragmentation, and infrastructure gaps.

Objectives

The event is designed as an integrated platform combining policy dialogue, thematic exchange, and capacity‑building. It aims to support participating countries in strengthening digital governance, interoperability of public services, adoption of emerging technologies, and cross‑border cooperation. A strong emphasis is placed on developing digital skills and institutional readiness, offering practical training and tools to help policymakers and practitioners design and implement effective digital strategies.

Through this comprehensive approach, the programme seeks to build long‑term capacities, enhance regional cooperation, and accelerate inclusive digital development across ASEAN and the EAEU.
