eLAC2018 is the Digital Agenda for Latin America and the Caribbean implemented by the UNECLAC (United Nations Economic Commission for Latin America and the Caribbean). It was agreed at Fifth Ministerial Conference on Information Society, held in Mexico in 2015.

eLAC2018 is a platform for political dialogue between governments, civil society, private sector and technical community to develop the digital ecosystem in Latin America and the Caribbean through a process of integration and regional cooperation. To this end, eLAC2018 produces studies and publications, organizes conferences and seminars, provides technical assistance to governments.

  • Digital consumption and access in Latin America and the Caribbean

The report «The new digital revolution – From the consumer Internet to the industrial Internet» published in 2016, is one of the concrete outputs of the eLAC2018 agenda.

The report contributes to the debate and increases awareness in the region of the effects of the technological revolution under way. It measures the progress made to date and identifies the opportunities and policy areas where governments, businesses and civil society should focus their attention in order to advance towards the goal that was set over a decade ago at eLAC 2007, a commitment to reduce the digital divide and promote access to and use of ICTs as development tools.

The study introduces as well key barriers and recommendations in 5 areas for successful policies for the digital economy in Latin America and the Caribbean :

    • Regulation
    • Standards
    • Network neutrality
    • Cybercrimes
    • Online consumers protection
  • Digital agenda for Latin America and the Caribbean
