The Capacity Development for Digital Commerce (CD Digital Commerce) is a comprehensive training programme designed to address a practical need: to assist governmental and non-governmental actors to better understand the implications that digitisation and the Internet bring to trade discussions, and to help them reap the benefits of the digital economy.

The key component of the project is a blended learning course on Digital Commerce jointly offered by DiploFoundation, the International Trade Centre (ITC), the Consumer Unity & Trust Society (CUTS International), the United Nations Conference on Trade and Development (UNCTAD), and the Geneva Internet Platform (GIP). In addition to the course, the project comprises a series of webinars and online publications, aimed at sharing knowledge more widely on the link between international trade and development and digital policy discussions.

Launched in 2017, this multidisciplinary programme is aimed particularly at participants from developing and least developed countries (LDCs). The objective is to increase knowledge and capacity to engage in multilateral digital commerce-related negotiations and discussions.

    • Participate more meaningfully in trade-related international forums;
    • Learn how global rules can facilitate development and leverage them for national benefits.

    While completing the Digital Commerce course, the participants benefit from:

    • A multidisciplinary knowledge of course partners and faculty, with extensive experience in the fields of international trade, digital policies, and Internet governance.
    • A thematic approach that covers the increasing interplay between trade and digital policy issues, with such topics as:
      • data flows
      • data localisation
      • cybersecurity
      • data protection
      • e-payments
      • taxation
      • consumer protection
      • implication of emerging technologies to digital trade, such as the Internet of Things, artificial intelligence and 3D printing
    • An innovative methodology, beyond a typical training course, allowing to:
      • remain ‘on-the-job’ during the course;
      • immediately apply new knowledge in the daily routines;
      • bring the challenges and questions faced at work to class discussions;
      • benefit from faculty members experience and mentoring;
    • The just-in-time nature of the course: with the discussions and analyses also covering breaking news and the most recent developments.
  • At the end of the course, the participants receive a Certificate of Completion. The average duration of the course varies from 6 to 8 weeks. Fees are applicable depending on the course, with a possibility to receive a scholarship.

  • Capacity development in digital commerce: three editions of the course successfully delivered by the partner organizations.

    This capacity development initiative was born in the build-up and as a follow-up to the 11th World Trade Organization (WTO) Ministerial Conference (MC11) in December 2017, where a need for a thematic approach that focuses on the interplay between digital and trade policy issues was identified. Since then, the programme was deployed in three editions, comprising online courses and opportunities for face-to-face interaction.

    The Digital Commerce course covers a wide range of issues, from explaining technical functionality of the Internet that impacts policy-making to discussions on online business models and economic issues, such as e-payments. It connected the dots between different digital policy fields that affect digital commerce, such as cybersecurity, data protection and consumer protection, and the development of a technical infrastructure and standardisation.

    Throughout the course, the underlying question under discussion was the impact of digital policies on development. How do specific policies on digital commerce affect companies in developing countries?

    The latest phase of the course looked beyond the here and now by discussing the impact of fast-emerging technologies, such as artificial intelligence (AI), blockchain, and the Internet of Things (IoT).


  • In 2017, two webinars on digital commerce were offered. The first was organised by way of a partnership between two members of the eTrade for all initiative: DiploFoundation and the e-Residency programme in Estonia. It focused on how e-Residency can facilitate access to global markets by enabling the establishment of an EU company. The second webinar discussed blockchain and virtual currencies, and how they impact digital commerce.
